David Flanagan, President and Principal
David Flanagan is President of Elm Street Development. He oversees all development opportunities for Elm Street Development in Maryland. Mr. Flanagan is also a partner in the Craftmark Group, homebuilding companies, and Legend Management, a real estate management company. He is on the Executive Committee for the Urban Land Institute-Washington, is past President for the Maryland National Capital Building Industry Association and is past Chairman of the Smart Growth Alliance. Prior to joining Elm Street Development in 1978, Flanagan graduated from Georgia Tech and received an MBA from the University of North Carolina. dflanagan@elmstreetdev.com
William A. Moran, Chief Executive Officer, Chairman of the Board and Principal
Bill Moran is Chief Executive Officer and Chairman of the Board of Directors of Elm Street Development. He is a partner in the Craftmark Group and serves on the Board of Directors of NVR. He is also a partner in Legend Management a real estate management company. Moran oversees all development opportunities for Elm Street Development in Virginia. He is an active member of the Northern Virginia Building Industry Association who previously served on the Board of Directors and is a Past President of the Fairfax County Chapter.
