Rick Entsminger acquires and develops property in Loudoun County, Virginia. Entsminger is active in the Northern Virginia Building Industry Association and served as Vice President of Government Affairs in 2007-08 and as President of the Loudoun Chapter in 2005. He also was selected as NVBIA Loudoun Chapter Builder of the Year in 2005. He joined Elm Street Development after receiving an MBA from the University of North Carolina. Tom Marshall oversees the acquisition and development of apartments throughout the Washington/Baltimore area and oversees the development of Clarksburg Village in Montgomery County, Maryland. He is the Chairman of the Multifamily Builders Council and is on the Board of Directors of the Maryland National Capital Building Industry Association. In addition, Tom serves on the Board of Directors of the Waterfront Management Authority Board of Baltimore.
