John M. Clarke, Regional Partner, Vice President

John Clarke is responsible for land acquisition and development in Montgomery, Frederick, Prince George’s and Washington Counties, Maryland. Clarke is the 2007 President of the Maryland National Capital Building Industry Association. Additionally, he serves on the Land Use Council of the Frederick County Builders Association. Russell J. Dickens, Regional Partner, Vice President

Russell Dickens is responsible for the acquisition and development of land in Baltimore, Carroll, Cecil, Harford and Howard Counties, Maryland and York County in Pennsylvania. Russ Dickens joined Elm Street Development after receiving an MBA degree from the University of North Carolina. Richard D. Entsminger, Regional Partner, Vice President

Rick Entsminger acquires and develops property in Loudoun County, Virginia. Entsminger is active in the Northern Virginia Building Industry Association and served as Vice President of Government Affairs in 2007-08 and as President of the Loudoun Chapter in 2005. He also was selected as NVBIA Loudoun Chapter Builder of the Year in 2005. He joined Elm Street Development after receiving an MBA from the University of North Carolina. Thomas E. Marshall, Regional Partner, Vice President

Tom Marshall oversees the acquisition and development of apartments throughout the Washington/Baltimore area and is overseeing the development of Clarksburg Village in Montgomery County, Maryland. He is serving on the Multifamily Housing Council and the Liaison Committee of the Maryland National Capital Building Industry Association (MNCBIA) and the Multifamily Housing Council of the Northern Virginia Building Industry Association (NVBIA). Tom has also served on the WSSC and Legislative Committees of the MNCBIA, and has instructed at the Building Industry Association Development Process Seminar. Karen R. McJunkin, Regional Partner, Vice President

Karen McJunkin directs land acquisitions and development activities in Anne Arundel County, Charles County and the Eastern Shore of Maryland. Karen serves on the Board of the Scenic River Land Trust and served on the Governors Smart Growth Collaborative. James L. Perry, Regional Partner, Vice President

Jim Perry is responsible for land acquisition and development in Arlington, Alexandria and Fairfax County, Virginia and in the District of Columbia. Mr. Perry joined Elm Street Development in 1987 and has developed properties throughout the Washington region.
