Vice Presidents

Jude T. Burke, Vice President

Jude Burke is responsible for managing development projects in Montgomery and Prince George’s Counties, Maryland. He joined Elm Street Development in 2003 after receiving an MBA from the University of North Carolina. Burke served as a helicopter pilot in the Navy after graduating with a BS in Mechanical Engineering from the U.S. Naval Academy.

Michael A. Burlbaugh, Vice President

Mike Burlbaugh currently manages development projects in Queen Anne and Talbot Counties, Maryland. Mike joined Elm Street Development in 2004 after spending ten years as a Senior Project Manager for major vertical commercial and institutional projects in Maryland. Mike is a registered professional engineer with an MBA from Loyola College in Maryland and a Bachelor’s degree in Architectural Engineering from Penn State.

Michael Charlton, Vice President

Michael Charlton is responsible for land development activities in Harford, Cecil, and Howard Counties, Maryland. He joined Elm Street Development in 2006 after receiving an MBA from the University of North Carolina. He currently sits on the board of the Upper Chesapeake Chapter of the Homebuilders Association of Maryland. He graduated from Georgia Tech with a BS in Chemical Engineering and spent four year working for Imperial Chemical Industries as a process engineer and business analyst.

Stephen M. Horne, Vice President

Steve Horne joined Elm Street Development in 2005 after receiving an MBA degree from the University of North Carolina. Horne is responsible for managing development projects in Anne Arundel, Caroline, and Dorchester Counties, Maryland. Horne also has a BS degree in Management Science and Information Technology from Virginia Tech.

Joseph M. Jacobs, Vice President

Joe Jacobs is managing and acquiring projects in Prince William, Stafford and Culpepper Counties, Virginia. Mr. Jacobs joined Elm Street Development in 2001 and has over 12 years experience in the design, construction and acquisition of real estate. Prior to joining Elm Street, Jacobs worked for a large REIT where he was responsible for the development and acquisition of commercial properties in six states. Jacobs received his BS in Landscape Architecture and Minor in City & Regional Planning from the University of Texas-Arlington. jjacobs@elmstreetdev.com

James R. Krapf, Vice President

James Krapf is responsible for managing development projects in Anne Arundel County, Maryland. Krapf joined Elm Street Development in 2005 with an MBA from Loyola College in Maryland.  He currently serves as Treasurer on the Board of Directors for the Anne Arundel County Chapter of the Home Builders Association of Maryland.  Previously, James worked in both the Residential Home Building and Financial Services industries. Kathryn L. Kubit, Vice President

Kate Kubit manages development projects in Montgomery County, Maryland. Prior to joining Elm Street Development in 2006, she worked as a management consultant. Kubit possesses an MBA from the University of North Carolina and BBA in accounting and human resources from the University of Wisconsin.

Douglas W. Meeker, Vice President

Doug Meeker is responsible for land development activities in Charles County, Maryland.  He joined Elm Street Development in 2001 after 15 years as a consulting engineer.  Doug currently serves as a Vice President of the Maryland National Capital Building Industry Association and is Chairman of the association's Charles County Liaison Committee. He is also a member of the Charles County Planning and Growth Management Advisory Board. James M. Mobley, Vice President

Jim Mobley manages apartment development projects throughout the Washington/Baltimore area and is managing the development of Belmont Glen Village in Loudoun County.  Prior to joining Elm Street Development in 2004, he worked in commercial real estate brokerage and development for nine years. Mobley holds an MBA from the University of North Carolina and a BA in Economics from Washington and Lee University.

David C. Murphy, Vice President

David Murphy is responsible for managing current development projects and targeting new development opportunities in Baltimore County and Baltimore City. Murphy joined Elm Street Development in 2003 with an MBA from the University of North Carolina. He graduated from the University of Michigan with a BS in Mechanical Engineering.

Jack B. Perkins, Vice President

Jack Perkins manages development projects in Northern Virginia with a focus on Fairfax and Arlington Counties as well as the City of Alexandria. Prior to joining Elm Street Development in 2003, Perkins worked as a management consultant and served as an officer in the Navy. He holds an MBA from the University of North Carolina and a Bachelors Degree in Mechanical Engineering from Duke University.

Jason S. Van Kirk, Vice President

Jason Van Kirk is responsible for land acquisition and development activities in Howard and Carroll Counties, Maryland and York County, Pennsylvania. He joined Elm Street Development in 2005 after receiving an MBA from the University of North Carolina. He graduated from The University of Texas at Austin with a BA in Finance and spent five years in investment banking.

Jason Wiley manages development projects in Frederick and Washington Counties in Maryland. Prior to joining Elm Street Development in 2004, he worked as a management consultant. Wiley graduated from Duke University with a BS degree in Civil and Environmental Engineering and from the University of Virginia with an MBA degree.
